Norway has announced the introduction of tuition fees for international students from outside the European Economic Area. This policy will be implemented in the 2023 autumn semester.

Fees will vary from institution to institution, with the Norwegian government reiterating that the set fees must at least cover the costs of education.

This change will prompt an increase in international students using international money transfer options to pay for their tuition fees while studying in Norway.

Students looking to travel to Norway for university should take time to research other costs related to studying abroad, such as health insurance, housing, travel and exchange rates.

Until now, Norway had been one of the very few countries to offer international students a free education. However, Norwegian students studying abroad still have to pay tuition fees for their programs.

“As far as we know, there are now no other European countries that do not require payment from students from outside the EU, apart from some German states. There is no reason why it should be any different in Norway,” said Ola Borten Moe, the Norwegian Minister of Research and Higher Education.

Norway has announced that several groups of foreign students will be exempt from these new changes, such as exchange students, doctoral candidates, people displaced from Ukraine and refugees.
